The hand-over is gated.
"The hand-over is proven by a real task redone without you": the promise was written into the method, but no gate verified it. runward's most exclusive differentiator was its least verified claim. v0.16.0 fixes that, and publishes two more grounds nobody else occupies.
What changes
- The hand-over becomes a gated phase. A hand-over note joins the mission: the kit index, the redone-task proof (what, when, by whom, with a pointer the gate verifies), the named owner with an escalation path, the provider-swap drill. Four new rules verify it; the rule set grows from 60 to 64.
- The reference ships its finalized charter. The example mission now shows the difference between the charter scaffolded at the start and the leave-behind handed to the receiving team: boundaries learned during the mission, exact verification commands, never/PR rules.
- The OSCAL mapping becomes a citable spec. The decision, ADR, manifest, OSCAL chain is published as a versioned mini-specification, implementable without reading runward's source: status-derivation rules, the deterministic UUID grammar, byte-identity conditions, the seal format. The byte-tested golden fixture is the normative example, and CITATION.cff makes citing mechanical.
- Kiro joins the adapter family. The phase skills mirror as relevance-loaded steering files, and a turn-end hook runs the strict gate: the same inert one line as the Claude Code hook, no agent privileged. The mission's traced decisions inform the agent in session; the gate stays the only authority.
Honesty on display
runward's repository carries its own mission, and its own hand-over note tells the truth: no succession has happened, single-maintainer product. The redone-task rule there is a reasoned n/a, with the mechanical half pointed at (a pristine CI machine reproduces build, tests and the strict gate at every push) and the condition that flips the row: the first release cut by a second maintainer. A gate that can say "not yet" is worth more than a gate that always says yes.
